Ryan White Part A Clinical Quality Management Program Overview:

The Clinical Quality Management (CQM) activities and performance measures are designed to ensure the quality of care provided by Ryan White HIV/AIDS Program Part A-funded agencies, in alignment with the Broward County Eligible Metropolitan Area (EMA) quality management plan.

Fort Lauderdale/Broward County EMA CQM Program:

The Broward County Department of Human Services Community Partnerships Division oversees the Ryan White Part A CQM Program, which is supported by federal funds (Formula, Supplemental, Minority AIDS Initiative, and Ending the HIV Epidemic). The program operates in accordance with Policy Clarification Notice 15-02.

Quality Statement:

The mission of the Fort Lauderdale/Broward County EMA CQM Program is to provide equitable access to a high-quality, comprehensive system of HIV services aimed at improving health outcomes and reducing health disparities for people with HIV in Broward County.

The CQM program systematically monitors, evaluates, and continuously improves the quality of HIV services offered, achieving this through the following actions:

  • Ensuring services align with the latest HHS Clinical Guidelines for HIV/AIDS treatment and related opportunistic infections.
  • Developing strategies to improve access to and the quality of HIV services.
  • Monitoring service quality using the HIV Care Continuum, HAB performance measures, HHS indicators, and local outcomes.
  • Implementing continuous quality improvement (CQI) strategies to enhance retention in care, adherence to treatment, and viral suppression.
  • Using client-level demographic, clinical, and utilization data to identify areas for improvement in clinical processes and health outcomes.
  • Providing technical assistance to all service providers to support the creation, implementation, and evaluation of quality management practices.

CQM Structure:

The recipient is responsible for all quality management activities that meet the legislative requirements for the CQM Program in Broward EMA. The program is structured into four interrelated groups:

  1. Recipient CQM Staff – Oversees quality-related activities.
  2. CQM Support Staff – Provides operational support for the CQM Program.
  3. HIV Planning Council (HIVPC) Quality Management Committee (QMC) – Includes HIVPC members, RWHAP clients, service professionals, and both HIV and non-HIV providers. This committee guides performance measures and goals based on the HIV Care Continuum.
  4. Provider Networks – Composed of Ryan White Part A-funded service providers in areas like Support Services, Oral Health, Medical Services, Medical Case Management, Behavioral Health, and Quality Networks.

Quality Management Committee (QMC):

The QMC is integral to the CQM Program, consisting of representatives from across the Ryan White HIV/AIDS Program (RWHAP) client and service provider community. The committee employs the HIV Care Continuum to shape performance measures, goals, and objectives outlined in the CQM Plan.

Provider Networks:

Provider Networks include service providers from various Ryan White Part A-funded categories. Quarterly meetings offer a platform to discuss service delivery challenges and collaboratively develop strategies to address them. Additionally, CQM staff work with Provider Networks to implement quality initiatives that enhance system processes and improve health outcomes for Part A clients in Broward County.
